How about The Captain from The Captain and Tenniel as Cap'n Wacky! He already knows how to wear the hat and could bring his own costume! Plus, he's already used to people calling him "Captain" ? it wouldn't be too much of a stretch to switch to listening for "Cap'n".

What rilly matters is who is gonna direct? This may surprize you, but I think Quentin Tarantino would be a good director for this ? think about it. He likes the 70s and the original Cap'n Wacky movie was made in the 70s! It's a perfect match!
